I've been scammed by an exchanger!

I got cheated by INSTACHANGE.
I was outexchanging LR. Sent $1000 LR. No response from them. On second day I sent a request to process my order. In a day they replied that their exchange rate has changed, would I like to proceed with the exchange? I said No, please return my funds.
I'm not accusing them of running a SCAM, but they are not decent exchanger. It's run by children, seems like.
I do NOT recommend anybody to use them.
